Kim Andreasson, adviser to the United Nations on e-government since 2003, and Managing Director of DAKA advisory AB explains that when it comes to organizational risk, one must ask what level of risk management is willing to accept.
“As with any type of organizational risk, one must ask what level of risk is management willing to accept. The first challenge is to understand, classify, and document all identities and processes as well as to determine their various potential security implications. The second challenge is to communicate such planning exercise to management, and for them to understand it properly in order to make the appropriate decisions based on the level of risk they can live with. All too often does there appear to be a gap between IT and management perceptions in this area,” he said.
Howard Jyan, Deputy Director, of Department of Information Management Research, and Development and Evaluation Committee, for Executive Yuan Taiwan, when governments become more transparent, and open more to general public, the general public will request government to improve more, and become a positive cycle from this interaction.
“Based on the characteristic of mobility, proactive, individual, and local-based services, we expect the future services will be provided by the combination with users and government. Users would utilize government information, and wrapped into specialized service, and feed new data back to government agencies. How to make sure infrastructure can fulfill, and look for new business model for PPP model are two of challenges,” explained Jyan.
